The Finance Committee
The Finance Committee is a committee of the full CSWD Board of Commissioners. The Committee is elected at the Board’s Annual Organizational Meeting. Its members meet periodically to develop the budget and to review the investments of CSWD. These meetings are open to the public, and will be posted on the CSWD Calendar.

Budget development meetings
The Finance Committee holds a series of meetings each year between February and April, to develop the proposed budget for the following fiscal year, which begins on July 1. At these meetings, the General Manager and program managers present a draft budget for each program of the District and the Finance Committee reviews each in detail and makes revisions as needed. At the end of this process, typically in April or May, the full draft budget for the coming fiscal year as developed by the Finance Committee is brought to the Board of Commissioners to approve for adoption. The legislative bodies of each of the CSWD member communities then has 45 days to take action to approve or disapprove the District’s budget; the budget becomes effective once approved by a majority of all the member communities.
